h= 8 km (Since that is considered to be the standard height for storm clouds)

Density of clouds = 0.5 g/m^3
Storm's mass = 2.405 * 10^16 grams
We lack a specific timeframe, so we'll try two different ones, 10 seconds and 30 seconds. I chose them because I don't think Esdeath would've been standing there defenseless for too long, so 10 seconds is probably the likeliest one.

Trying this again because it was brought to my attention that there's a more accurate cloud density that combines the mass of the water and the air that form the clouds. For the record, the value is 1.003 kg/m3.

I think the 30-second timeframe is kinda worthless given the scene, so I'll only consider 10 seconds this time.

Akame in Ennoodzuno Mode, as she was able to fight evenly against the Ice Storm amped Esdeath in this mode (Chapter 77). Arguably Drug-boosted Akame too, since she managed to cut Esdeath during the amp (Chapter 76), but I'm hesitant to put her on the same level as her "super form" just for scratching Esdeath once.
Fully-Merged Tatsumi, as he was able to stop attacks from the amped Esdeath in that form (Chapter 76).
