Wallace Rudolph West II, better known as simply Wally West, is the fastest man alive, and the third person to take up the mantle of The Flash.
Background[]
After a chance encounter with his personal hero, The Flash, Wally was struck by lightning and doused in the same chemicals Barry was when he was given superpowers, an event which was replicated with Wally. Now having been given superhuman speed, Wally followed in his mentor's heroics as Kid Flash, helping both the Scarlet Speedster as well as the Teen Titans through plenty of their toughest battles. This all changed after the Crisis on Infinite Earths, when Barry Allen seemingly sacrificed his life to foil the Anti-Monitor's plans and save the multiverse from complete annihilation. With his mentor apparently dead, Wally took the title and costume as his own, promising that "From this day forth...The Flash lives again!"

Attack Potency: Multiverse+ Level (Destroyed Anti-Monitor's body using his own power and speed. Significantly amped Pre-Crisis Superman's power by sharing his speed, and regularly fights Zoom, who Wonder Woman claims hits harder than Superman.)
Speed: Supraconceptual Speed (Stated to be the fastest being in the multiverse. Ran faster than his own voice travelling across the fourth dimension. Faster than his previous amped self, who moved on par with Zoom despite the latter being in his own personal timeline). Faster when unmoored (Far faster than before, being able hold two thoughts at the same time and combine a hundred thousand punches into one. Moved faster than the Speed Force itself)
Durability: Multiverse+ Level (Can tank hits from the likes of Reverse-Flash and Zoom, who are just as strong as him)
Hax: Atomic and Matter Manipulation, Phasing, Ability Negation, Healing, Invisibility, Time Manipulation, Stats Manipulation, Battlefield Removal, Interdimensional Travel, Energy Absorption, Explosion Manipulation, Acausality, possibly Reliant Immortality.
Intelligence: The character's ability to solve problems. Can be divided into many categories.
Stamina: A character's ability to keep on fighting. Since many characters have unspecified stamina, this category is completely optional.
Powers, Techniques, and Equipment[]
Powers[]
- Speed Force Conduit: When Barry Allen initially gained his powers, he unknowingly also created the Speed Force, an interdimensional plane made up of all the kinetic energy in the multiverse. Whether knowingly or not, speedsters are able to tap into the Speed Force to increase their speed even further, along with numerous other abilities related to it. While Barry outright generates the Speed Force, Wally is the one who discovered it, and has utilized it to the extent where he's completely unrivaled in his mastery of it.
- Superhuman Speed: As the name suggests, the primary ability speedsters have while tapping into the Speed Force is enhanced speed. Well trained Speed Force conduits can break the sound, light, and even time barriers with ease, and can go even further than that with enough skill.
- Speed Steal: Wally can steal the kinetic energy of those around him with a simple touch, removing all of their superhuman speed and transferring it directly into himself. The person in question does not need to have any connection to the Speed Force in order to have their kinetic energy stolen, as he's capable of doing it to non-speedsters as well as inanimate objects. He can also take this a step further and freeze someone in place for an extended period of time, like when he froze Inertia in place for what would have been centuries.
- Speed Lending: Similar to the above, except in reverse. Wally can lend other people portions of his speed to increase their physical abilities dramatically.

Wally is explicitly shown to be one of the characters who stayed the same Post-Crisis, directly remembering and referencing that his past self fought against Anti-Monitor during the Crisis on Infinite Earths. As he is the same from Pre-Crisis and Post-Crisis, and Rebirth would merge everyone's Pre-Flashpoint and Post-Flashpoint selves, all feats for Wally West should be applicable for this profile, and any scaling for each era is also usable.
Weaknesses[]
In JLA/Avengers, which is technically canon, Wally's speed gradually drained while he was on Marvel's Earth since it does not overlap with the Speed Force. However, as future comics have shown speedsters using the Speed Force in universes where it doesn't overlap (Including one instance which implied Impulse could use it in Marvel's universe itself), this weakness is likely moot, especially after Wally became unmoored from the Speed Force.
